Breaking Apathy Science and Exploration (BASE) is a top secret organization that have been following Pavel Hall for seven years. It was founded and is currently led by a being known as Inferno under the pseudonym of Morgan Sullivan. They seem to have knowledge on The Fears and want to examine Pavel.

There are only three known BASE Agents. One was heard coughing and giving another agent Pavel's file (assumed). The other is known by his codename 794, who gave a report on Pavel. Kristian Vines is an ex-BASE member who worked on their security.
